Council staff get two days' pay a year just for travelling in a lift.
They are allowed between two and five minutes a day, depending on the floor they work on, to get to their desks.
The time is deducted from their weekly working hours for which they are paid.
But the perk faces the axe as bosses at Rochdale Council, Gtr Manchester cut costs.
Stephen Harper, the council's head of human resources, said: "It was introduced years ago but flexible working and faster lifts mean it's no longer as relevant."
